The first arch in Bourke Street was the Citizens Arch just east of Russell Street. Designed by HW and FB Tompkins, the arch proclaimed "Citizens Welcome the Duke and Duchess of Cornwall and York, while flags fluttered above and on the flanking towers' gilded cupolas.
