men attached to the Native Police, and
the only way that I could do so was
by confining them in one of the Melbourne
watchhouses, and having them re-
manded until I could bring the
proper evidence against them, but generally
before I could return or attend myself
at the Police Office I found the
Culprets had been brought before
some of the town Magistrates and dis
charged without reference to me.-

The last case occurred on the
22nd March last, I issued a warrant
for a man who absconded from the Police,
he was taken by one of the troopers of the
Native Police and confined in one of
the Melbourne Watch houses, the
Warrant was handed to the District
Chief Constable. I saw the Chief
Constable after this and told him to
request the Bench would remand
the prisoner until I could be in

town or if they would not to for-
ward him to Head quarters under
an escort, (that is in charge of a cons-
table) as the warrant directed him
to be brought me, which I
conceive was perfectly legal, but
instead of doing so, the prisoner
was ordered by Messs Heape
and Condell to be brought before
them, and discharged-

Such being the case it is im-
possible for me to enforce my authority,
which will lead to a great deal
of irregularity and confusion and sub-
version of all disciplin.

In consequence of this affair I charged
Mr. Browdie the District Chief Constable
with neglect, and I herewith forward
his explanation. I have therefore to
request that your Honor will sanction
some mode of punishment to be
adopted in the Native Police
