Victoria's state archives began with a transfer of ten volumes of Convict Indent records from the Law Department of the Victorian government to the Public Library of Victoria on 31 July 1903.

The symposium explored the significance of this event and told the story of the development of a public archival authority in Victoria. The proceedings include formal papers from representatives of the organisations that were pivotal in the establishment of PROV, as well as more informal reflections from those who have themselves been champions of the cause of public records in Victoria.
