Recordkeeping Standards Project

Welcome to the PROV Recordkeeping Standards Program web page. Here you will find information about the Recordkeeping Standards Program as a whole as well as the status of individual Recordkeeping Standards Projects currently under development.

In July, the Recordkeeping Standards Project was relaunched with the appointment of a Project Board representing Victorian government agencies and PROV. The Board will oversee the development of a suite of Recordkeeping Standards, Specifications, Guidelines and Fact Sheets over the next year which will assist agencies in their records management. In August the Board will meet to approve the Business Case and Project Brief for the project and, after this, a detailed Project Plan will be produced to cover the work of the next two years.

Work has continued on the development of the Standards with the following progress:

- Storage Standard : Revision and redrafting underway.
- Disposal Standard : Guideline on an overview of the RDA process has been circulated to Advisory Group members for comment; Draft of Standard and Specifications undergoing revision and redrafting.
- Strategic Management Standard : First draft underway: 4 sections completed; research underway for remaining 2 sections; guidelines under development.
- Operations Management Standard : First draft underway – Capabilities reviewed; research completed for Machinery of Government section.
- Access Standard : initial draft completed.
- Capture Standard : Digitisation Specifications work begun; Capture Standard yet to commence.
- Control Standard : yet to commence.

 

 

PROV Recordkeeping Standards Program: Background

The Recordkeeping Standards Program has establish ed an approach to standards that is consultative, structured and auditable, and will as a result produce a suite of documents that are consistent, useful, usable and durable.

Mission Statement

The PROV Recordkeeping Standards Program will deliver a suite of practical standards and associated documentation to assist public sector agencies with promulgation of a sound program of records management that addresses the needs of relevant stakeholders.

Aims and Objectives

The aims of PROV's Standards Program are as follows:

•  To address the recordkeeping needs of whole of Victorian government
•  To promote the principles of best practice recordkeeping across whole of Victorian government
•  To ensure the preservation of State Archives

The objectives of the PROV recordkeeping standards program are as follows:
•  Implementation of a program of sound records management across the public sector
•  Articulation of the key principles underlying best practice recordkeeping
•  To identify and describe practical, measurable and achievable compliance requirements needed to meet each principle
•  Provision of assistance in the form of tools and guidance for public sector agencies to comply with PROV's recordkeeping standards.

Current Standards activity as at 1 st May 2009

Disposal Standard

Description: The Disposal Standard, Specifications and Guidelines address the requirements for the development, implementation and maintenance of a structured Disposal Program.

Update: The Standard has been drafted internally and is being reviewed by PROV prior to exposure draft.

Storage Standard

Description: The Storage Standard, Specifications and Guidelines address the requirements for the storage of public records in all formats in secondary storage facilities. This includes APROSS facilities, PODs and agency secondary storage facilities.

Update: The Public Exposure Draft period has completed and all comments received are being incorporated into the Storage Standard documents. A further public review will be undertaken once the new project team has been established.

Strategic Management Standard

Description: The Strategic Management Standard, Specifications and Guidelines address the requirements for the strategic planning and integration with business strategies of records management policy. This includes activities regarding outsourcing records, policy development and implementation, strategic planning, and responsibilities regarding records management.

Update: Workshops are progressing, with the first draft of this Standard now being developed.

Operations Management Standard

Description: The Operations Management Standard, Specifications and Guidelines address the requirements for designing and implementing records management operations. This includes capabilities, monitoring, and systems design.

Update: Workshops are progressing. The first draft of this Standard will be commenced once the Strategic Management Standard has completed its first drafting.
