Definition	This is a textual description of the overall format of a VERS record.
Purpose	This element gives basic information about the entire VERS record that will help enable a human reader in the future to understand the format of the record and to interpret its contents.

NAA Metadata	No
Default Value	Agency-defined but a standard paragraph should be used for all VEOs created within the agency.
Comments	Note: Values within this element must be contained within a vers:Text subelement. See Advice 11 on PROS 99/007 Specification 2: VERS Metadata Scheme. The standard value for this element is given below, but this may be varied as required: Produced according to the Victorian Electronic Records Strategy, Version 2.0, 31 July 2003. The structure of this record is represented using Extensible Markup Language (XML) 1.0, W3C, 1998.
