The identifier is an essential element that uniquely identifies the related record or resource. It also provides the ‘key’ or link to all other (currently accessible) information about the related record or resource.

(Optional) A reference to the scheme that controls the values of this element. Would normally only be present if there is a published scheme that can be referred to by a viewer.

The identifier shall uniquely identify the related record or resource in the current domain. The following cases are distinguished.

·       If the value of this element only contains text, it is assumed to refer to a record within the current series. The text will be identical to the value of the vers:VERSRecordIdentifier element of the related record. (This option is necessary because of an ambiguous definition in Version 1).

·       Otherwise, the element will contain a vers:VEOIdentifier. If the vers:VEOIdentifier does not contain a vers:AgencyIdentifier or a vers:SeriesIdentifier, the related record is assumed to be in the same series and agency as this record.

Version 2 systems must only generate vers:RelatedItemId values of the second form (i.e. containing the vers:VEOIdentifier).
