It is important to distinguish between the
Date/Time Transacted, Created, and Registered. The Date/Time Transacted is
when the event occurred. The Date/Time Created is when the record was created
of the event, and the Date/Time Registered is when the record was registered
into a recordkeeping system. For example, the Transacted time of a meeting is
when the meeting was held, the Created time is when the minutes were written,
and Registered time is when the minutes were entered into the recordkeeping system.
In some cases the action or transaction is
documented by a record after the action/transaction has occurred – e.g.
minutes of a meeting (an action/transaction) form a record of that meeting,
but the record itself may not be created until some time (hours or days)
afterwards.
In other cases the record itself is the
transaction, and the date and time of the action/transaction will be
identical to the date and time of creation – e.g. the act of sending an email
(an action/transaction) is often simultaneous with the act of record
creation.
The time should be specified to (at least) the
minute.
This element shall be used in conjunction with
element M12 AGENT, subelement M13
Agent Type, Assigned Values ‘Transactor’ or ‘Action Officer’, with
element M65 RECORD IDENTIFIER,
and with element M99 VEO IDENTIFIER.
A date/time must be expressed in the format defined
in Section 14 (but cannot be a date range).
