Definition	The date and time the VERS object was created.
Purpose	This element is crucial in establishing the authenticity of a VERS record because knowing and being able to prove when a record was created may be vital for evidentiary or historical reasons.

	vers:scheme CDATA	(Optional) A reference to the scheme that controls the values of this element. Must be 'ISO 8061' if present.
Comments	The time should be specified to (at least) the minute. The contents of this element are critical in preventing the creator of the record from subsequently replacing it. The creation date and time must be obtained from a source that cannot be modified by the creator. A date/time must be expressed in the format defined in Section 14 (but cannot be a date range).
