1 Introduction The purpose of this Specification is to detail the VERS standard electronic record format, also known as a VERS Encapsulated Object or VEO. As discussed in the Introduction to the Victorian Electronic Record Strategy, the VEO is used to represent a record independently of a recordkeeping system (RKS). VEOs may be used as a mechanism to transfer records between two RKSs or it may be used as a native format within a RKS.
